Every regulatory licensure requirement is actually a switch that initiates (i.e. turns on) two-way awareness instructions between the regulator and the regulated: the two, at that moment, begin to coach each other about the details of what happens next. This ongoing exchange lets them plan the best path forward based on the information available at the time. This fact explains why bypassing that switch, especially under dangerous conditions, is strictly forbidden.
We can't afford to let people actively circumnavigate that bridge-building opportunity.
